Does an energy consumer have to pay for energy ahead of using it?

No, an energy consumer does not have to pay for energy ahead of using it. They will only pay the invoices, which will be sent after the energy has been consumed, in the same way that the energy supplier bills the energy user now. However the supplier pays for the energy flexibly procured ahead of the supply period, while working out the final energy charges and unit rates following the completion of all necessary purchases and sell-backs.
